Domestic Foreign Currency Account (DFA)



This account could be opened by foreign Diplomatic Missions (an Embassy, High Commission Consulate, Permanent Mission of United Nations or EU Delegation of the European Commission) and Diplomatic personnel ( citizens of a foreign country attached to the Diplomatic Mission) and their family members residing in Sri Lanka.

a) Diplomatic Foreign Currency Accounts (DFA)
b) Diplomatic Rupee Account (DRA)
Accounts should be opened in the form of Current, Savings or Term Deposit.

Benefits

  • Accounts may be held jointly for diplomatic personnel and their family members
  • Transfer of funds between one DFA to another and between one DRA to another is permitted.
  • Transfer of funds between DFA to a FCBU account holder or between DFA to a FCBU account of the Diplomatic Mission is permitted.
  • Transfer of funds from DRA to DFA permitted only with approval of the Controller of Exchange.
  • Remitting funds out of Sri Lanka in foreign exchange by a diplomatic mission, personnel and/or their family in Sri Lanka, will only be permitted through their respective DFAs and FCBU accounts.

Permitted transactions to Diplomatic Foreign Currency Account (DFA)
Credits

a) Proceeds of inward remittances of designated foreign currency received from outside Sri Lanka
    through banking channels
b) Foreign currency brought into the country by the account holder on declaration to Sri Lanka
    Customs.
c) Interest payable in foreign currency on funds held in the account.

Debits

a) Repatriation outside Sri Lanka without reference to the Controller of Exchange.
b) Withdrawal in foreign currency or in rupees for local expenses of the account holder.
c) Transfer to Diplomatic Rupee Account.

Permitted transactions to Diplomatic Rupee Account (DRA)
Credits

a) Transfers from Diplomatic Foreign Currency Accounts.
b) Interest payable in rupees on funds held in the account.
c) Refunds, reimbursements and payments due from any entity in Sri Lanka.

Debits

a) Local expenses of account holder(s)
b) Any other transactions approved by the Ministry of Foreign Affairs.
c) Remittance outside Sri Lanka with the prior approval of the Controller of Exchange.

Fixed Deposits are accepted for periods of - 1, 3, 6, 12 months. Interest is payable at maturity. (Interest rates are subject to variation )

Account opening forms could be collected from any of our Customer Centers.
